Pilot Projects and Grant Support

* Special Announcement To All Cancer Center Members*

The Howard University Cancer Center (HUCC) and the Johns Hopkins Sidney Kimmel Cancer Center (SKCCC) have established a Partnership to enhance the research, training, outreach, and education missions of both Institutions.  As part of the partnership, joint research projects, both full projects and pilot projects, between SKCCC and HUCC investigators are supported.  New projects are identified and targeted regularly for strategic funding.  In addition, joint efforts in education and training are also undertaken. 

This year, the partnership is soliciting for both full projects and pilot projects to support new collaborative Howard/Hopkins projects.  Biologic, clinical, and population-based projects studying important issues related to health disparities will be considered.  Priority will be given to new partnerships.  As in the past, proposals must be inter-institutional (i.e. Howard University and Johns Hopkins).  Dr. Bill Nelson at SKCCC and Dr. Lucile Adams-Campbell at HUCC are available to provide assistance facilitating partnerships.  They can be reached at the following phone and email addresses:

Full Project Applications:  Funding up to $125,000 direct costs per investigator at each institution.  Letters of Intent (Partner Identified) and Letters of Interest (Searching for Partner) are due by February 1, 2008.  LOIs are requested so that advice and assistance can be provided to identify partners and prepare the application.  Full proposals will be due by March 17, 2008.  A complete PHS 598 application is required by the NCI partnership guidelines.

Pilot Project Applications:  Funding up to $60,000 direct costs per investigator at each institution. Awards will be made for pilot projects or feasibility studies preparatory to the development of an application for independent peer-reviewed support.  Letters of Intent (Partner Identified) and Letters of Interest (Searching for Partner) are due by February 1, 2008.  LOIs are requested so that advice and assistance can be provided to identify partners and prepare the application.  Application guidelines and forms follow.  Proposals are due March 17, 2008.

Review process
The solicitation and scientific review of research pilot projects and programs as well teaching and training plans is a critical activity of this partnership. The Committee meets during the year to discuss scientific reviews of the new projects and makes recommendations to the partnership leadership based on the scientific/and/or educational merit and the overall priorities and objectives of the partnership. This review committee is co-chaired by Dr. William Nelson of Johns Hopkins and Dr. Duane Smoot of Howard University.

Evaluation Process
An evaluation mechanism similar to the peer review NIH process is used. Pilot projects and programs will be evaluated on the basis of:
* The specific hypothesis formulated
* Potential for proving/disproving hypothesis
* Potential for unambiguous new information
* Novelty of project
* Focus of experimental plan
* Experience with requisite technology
* Preliminary data
* Evidence of appropriate statistical design (quantitative objectives, adequate sample size, etc.)
* Prospects for fostering faculty interactions across institutions of benefit to the Partnership
* Prospects for long-term research funding following completion
* Impact on race/ethnic health disparities

Proposed Pilot Projects/Programs: Instructions
Pilot Projects/Programs proposed for funding, which cannot exceed $100,000 per project/program (combined for both institutions) in direct costs per year of the partnership or continue for longer than 3 years, should be provided in the following format:
• Title
• Names of the Co-Leaders from the MSI and the Cancer Center
• One paragraph abstract stating the objectives of the project/program
• Specific Aims
• One paragraph describing how the project/program is relevant to the Partnership priorities
• Impact on health disparities
• One paragraph describing how this pilot project/program relates to the overall priorities
• Detailed budget page for initial budget period using Form Page 4 of the Form PHS 398
• Budget for entire proposed period of support using Form Page 5 from the Form PHS 398
• Proposal (up to 15 pages) - include experimental methods and design, and any preliminary data and/or the training, education or outreach plan and objectives, the identification of the pool (students or minority population), the method of program evaluation and tracking, and the role played by the MSI and Cancer Center co-investigators/mentors
• A description of which aspects of the pilot project/program will be conducted at the MSI/Cancer Center
• A description of the career development and mentorship plan for the less experienced Co-leader (up to 15 pages)
• Timeline to submission for independent peer-reviewed funding

**NOTE: (1) All NIH-supported biomedical or behavioral research projects involving human subjects must address the instructions under the Research Plan, Section E, Human Subjects of the Form PHS 398 instructions; (2) Research dealing with Human Subjects and Vertebrate Animals must be accompanied by appropriate documentation as described under the Research Plan, Section F, Vertebrate Animals of the Form PHS 398 instructions; and (3) Research components involving clinical trials must include a data and safety monitoring plan as described in the PHS instructions.  Funds should be budgeted for these activities and should be justified.  The proposed provisions should not duplicate review and monitoring systems already in place at the institution.  For any cancer treatment protocol supported directly or indirectly by the U54, early stopping rules and procedures to detect and monitor adverse drug reactions (ADR) must be provided in the application, or in the case of protocols subsequent to funding of a U54, to the NCI Program Director.
